India has taken a significant step toward deepening entrepreneurship cooperation among emerging economies by proposing the creation of a BRICS Startup Innovation Fund and a BRICS Incubator Network . The proposal was unveiled at the 10th BRICS Industry Ministers’ Meeting in Jaipur on August 6, 2026, held under India’s 2026 BRICS chairship .

A Strategic Push for Innovation-Led Growth

The twin proposals are designed to pool resources, foster joint ventures, and provide startups across BRICS nations—Brazil, Russia, India, China, and South Africa—with access to international mentorship, funding, and markets . The initiative aligns with the broader BRICS Partnership on New Industrial Revolution (PartNIR) , which serves as the primary platform for advancing practical collaboration, knowledge sharing, and capacity building among member countries .

Commerce and Industry Minister Piyush Goyal, who chaired the meeting, highlighted the outcomes of extensive deliberations undertaken by an advisory group and thematic working groups across priority areas identified by India . “India proposes BRICS Incubator Network and BRICS Startup Innovation Fund to support innovation-led growth,” the commerce and industry ministry said in a statement .

Key Outcomes and Broader Cooperation

The meeting concluded with the adoption of a Joint Declaration reaffirming member countries’ commitment to advancing practical cooperation across industrial innovation, clean energy, logistics, and resilient manufacturing . Member countries also finalised a Framework for Cooperation in the SME Working Group to strengthen MSME ecosystems and adopted the Terms of Reference and Action Plan for the BRICS Working Group on the Photovoltaic Industry, creating a structured framework for solar manufacturing cooperation .

Goyal emphasised that BRICS countries should leverage their complementary strengths to build resilient industries and translate shared aspirations into practical innovation and cooperation .

What the Proposed Fund and Network Could Mean

The proposed BRICS Startup Innovation Fund would provide dedicated capital to support promising startups, research, and cross-border partnerships . The BRICS Incubator Network would connect incubators across member countries, facilitating knowledge sharing, investment opportunities, and technology transfer .

Under the proposal, incubators from participating countries would be encouraged to exchange expertise, facilitate joint innovation programmes, and support early-stage enterprises working in strategic sectors such as artificial intelligence, biotechnology, clean energy, fintech, advanced manufacturing, and digital technologies . This could open doors for Indian startups to scale globally while inviting international founders to tap into India’s thriving market.

A Continuation of India’s BRICS Vision

The proposal follows India’s earlier efforts to launch a BRICS Startup Forum aimed at promoting cross-border collaboration through entrepreneurial activities among member countries . India has emerged as one of the world’s largest startup ecosystems, supported by initiatives such as Startup India, digital public infrastructure, and expanding venture capital investments .

Goyal noted that PartNIR has evolved into the principal platform for industrial collaboration among BRICS members, and India’s presidency aims to promote trust among businesses, investors, and innovators while delivering tangible outcomes for all member nations . The 16th BRICS Trade Ministers’ Meeting was also scheduled to be held in Jaipur on August 7, bringing together trade ministers and senior officials to deliberate on key issues relating to international trade and economic cooperation .

The Road Ahead

While official details regarding the fund’s size, financing mechanism, governance structure, and implementation timeline have not yet been announced, the proposals represent a significant step toward building a more interconnected innovation ecosystem across emerging economies . The initiatives are expected to be discussed further through relevant BRICS working groups and ministerial forums before any formal framework is adopted .
