IBM and Sarvam Unite to Drive Sovereign AI Adoption Across India’s Public Sector
In a significant move for India’s artificial intelligence landscape, IBM and homegrown AI startup Sarvam have announced a strategic collaboration to advance the development and adoption of sovereign AI technologies across the country . The partnership, formalised on July 31, 2026, aims to build secure, India-first AI solutions tailored for government bodies, public sector organisations, and regulated industries .
A United Front for Indian AI
The collaboration brings together two complementary technology stacks to create a full, sovereign AI infrastructure . IBM contributes its “IBM Sovereign Core,” an enterprise-grade software and middleware foundation designed to give organisations full control over their data, operations, and AI governance . Sarvam, India’s full-stack sovereign AI company, will layer its indigenous AI capabilities on top, which includes its own reasoning models and “India-first” language and voice AI, all trained from scratch in India .
“Sovereign AI is not simply about where AI runs. It is about giving organisations control over how AI is governed, deployed, and operated,” said Sriram Raghavan, General Manager, IBM Software, India and Software Innovation Lab .
“IBM’s Sovereign Core gives governments an AI-ready technology foundation they control. Our stack puts models, voice, and language technologies on top of it, so a citizen can access a benefit or resolve a grievance in their own language, on a phone call,” said Pratyush Kumar, Co-Founder of Sarvam .
Practical Applications and Impact
The partnership is not merely theoretical. It is designed to power practical, high-impact use cases critical for public administration, including citizen services, grievance redressal, document processing, and administrative workflows . By combining these capabilities, the two companies aim to enable the delivery of secure, multilingual, and voice-enabled Government-to-Citizen (G2C) services at scale .
A key component of this initiative is the IBM GovTech AI Innovation Center in Lucknow, which will serve as a joint incubation and demonstration hub . This facility will allow government departments, public sector organisations, and enterprises to test AI applications and assess the technical, operational, and governance requirements needed to move AI from pilots into full-scale production .
A Broader Signal for India’s AI Ecosystem
This partnership is a powerful signal of India’s growing emphasis on responsible AI innovation, where national priorities such as security, privacy, and data sovereignty are central . It follows closely on the heels of Sarvam’s recent $234 million funding round, which included a strategic $150 million investment from HCLTech, and the announcement of a ₹14,257 crore AI data centre in Odisha . By combining a global enterprise infrastructure leader with a homegrown AI innovator, the IBM-Sarvam collaboration is creating a model for how sovereign AI can be built, deployed, and governed to serve India’s citizens and strategic interests .
