India has taken a decisive step toward technological sovereignty with the announcement of its largest AI infrastructure project to date. On July 24, 2026, HCLTech and homegrown AI startup Sarvam, in partnership with the Government of Odisha, signed a Memorandum of Understanding to establish the country’s first AI Data Center at the upcoming Odisha Sovereign AI Park .
The planned capital outlay for this transformative project stands at Rs 14,257 crore (approximately $1.48 billion), representing one of the most significant commitments to sovereign AI infrastructure in India’s history . HCLTech brings its established full-stack AI capabilities, enterprise relationships, and extensive engineering expertise, while Sarvam contributes its indigenous foundation models and sovereign AI research capabilities . This partnership follows HCLTech’s recent strategic investment of $150 million in Sarvam, acquiring approximately 10.4% of the AI startup, and aligns with the company’s broader strategy to invest up to Rs 3,500 crore in building AI data centers capable of scaling to 50MW of capacity .

Chief Minister Mohan Charan Majhi, who presided over the MoU signing ceremony, described the occasion as a historic milestone for Odisha’s technology sector. “A new revolution has begun in Odisha’s industry and technology sector,” he stated, noting that “earlier, we depended on foreign AI but today our indigenous Sarvam AI is on par with any technology in the world” .
