Andhra Pradesh Targets 20,000 Startups and One Lakh Jobs by 2031

The Andhra Pradesh government has unveiled an ambitious vision to transform the state into a major startup hub, aiming to create 20,000 startups and generate one lakh jobs over the next five years . The initiative, driven by the Ratan Tata Innovation Hub (RTIH) and aligned with the AP Innovation & Startup Policy 4.0 (2024–2029), seeks to embed entrepreneurship at the grassroots level through the slogan “One Family, One Entrepreneur” .


🚀 Policy Framework and Vision

The policy builds on Andhra Pradesh’s legacy as the first state to introduce a startup and innovation policy in 2014 . Over the past five years, the state has already nurtured 6,600 startups, of which 2,400 are DPIIT-recognised . The new policy aims to accelerate this growth by supporting the formation of 20 soonicorns and 10 unicorns .

At the heart of this strategy is the Ratan Tata Innovation Hub (RTIH), headquartered in Amaravati, with regional spoke centres in Visakhapatnam, Vijayawada, Tirupati, Rajahmundry, and Anantapur . This hub-and-spoke model ensures incubation and mentorship reach Tier 2 and Tier 3 cities, democratising access to startup infrastructure .


💰 Financial Support and Incentives

To fuel entrepreneurship, the state has established robust funding mechanisms:

  • ₹22-crore RTIH-SIDBI Seed Fund to support early-stage ventures 
  • Up to ₹20 crore in Alternative Investment Fund (AIF) seed equity support 
  • ₹20-crore seed fund programme for deep-tech startups in collaboration with SIDBI 

Additionally, the RTIH offers structured programmes: Spark (ideation)Catalyst (18-week incubation), and Velocity Labs, supporting founders at every stage of their journey . Startups selected under the Catalyst programme are eligible for funding support of up to ₹30 lakh .


🛠️ Infrastructure and Ecosystem Development

The government is building a robust support infrastructure:

  • 45 MSME clusters to be developed between 2026 and 2030 with a ₹200 crore outlay, benefiting over 1,600 MSME units 
  • 38 new MSME parks under Phase-III of the 175 MSME Parks Scheme 
  • 50 Digital Transformation Facilitation Centres to accelerate digital adoption among MSMEs 
  • RuTAG Smart Village Centre extension hubs in Kuppam, Mangalagiri, and Pithapuram to promote rural innovation and entrepreneurship 

The state aims to establish at least one MSME industrial park in every Assembly constituency .


🏛️ Global Partnerships and Investment

To attract international expertise and capital, the government is actively forging global partnerships. IT Minister Nara Lokesh recently proposed the creation of an India-Korea Startup Corridor and invited Korean companies to partner in the development of the Amaravati Quantum Valley .

Strategic agreements have been signed with leading organisations to boost MSMEs and startups:

  • Meta Platforms to train one lakh micro enterprises in digital marketing 
  • Amazon Global Selling to give Andhra Pradesh-made products access to global e-commerce markets 
  • Zoho Corporation and Vodafone Idea Business to improve digital readiness 
  • Kia India to establish an advanced prototyping innovation centre 

🎯 Focus on Deep-Tech and Emerging Sectors

RTIH’s incubation priorities are concentrated in high-growth sectors including artificial intelligence, electric mobility, biotechnology, green energy, advanced manufacturing, quantum computing, and climate technology . This sector focus aligns with national economic priorities and Andhra Pradesh’s industrial strengths.

The government has also announced plans to rank incubators through a structured performance framework to raise service quality and promote accountability across the state’s startup network .


🌱 Inclusive Entrepreneurship

The policy emphasises inclusive growth, with Chief Minister N. Chandrababu Naidu announcing plans to transform five lakh women entrepreneurs from DWCRA self-help groups into entrepreneurs . The government has also launched special programmes for rural innovators through the Village to Global Market initiative and is promoting a circular economy where waste from one industry becomes raw material for another .


🔮 The Road Ahead

With investment commitments totalling ₹23 lakh crore and 23 lakh jobs created in the last 23 months, the state’s momentum is significant . The government aims to create 100 unicorns and strengthen industrial infrastructure across the state .

If successful, Andhra Pradesh’s startup policy could transform the state into a powerhouse of entrepreneurship, inspiring other states to adopt similar models for startup-driven growth and reinforcing India’s position in the global innovation economy.
